Organizational Context and Scope

Under it is Assistance Program IOM assists Afghan guests with the provision of Non-Food Items (NFI) kits and other essentials upon arrival and during their stay, protection assistance and referrals, community engagement, non-formal educational activities as well as mental health and psychosocial support (MHPSS) for those who need it.

The Monitoring and Evaluation (M&E) Assistant will be working under the overall supervision of the Assistance Programme (AP) Senior Operations Officer (Transit Center), and directly under the leadership of the AP Monitoring & Evaluation Officer. The M&E Assistant will assist in the delivery of the monitoring and evaluation support functions for the programme. S/he will implement assigned M&E activities and related tasks to inform key programmatic decisions; assit in implementing the monitoring evaluation and accountability framework, and support responsive and transparent services for the guests at the transit center.

Responsibilities and Accountabilities

  • In close coordination with the M&E Officer, organize & undertake routine site meetings, to collect data through surveys, rapid assessments, interviews and Focus Group Discussions for overall monitoring & evaluation of Assistance Programme activities.
  • Support the operation of M&E database for data tracking and illustration
  • Support the development of customized data collection tools and activity M&E plans.
  • Prepare and compile, evidence-based evaluation reports on the programming activities in collaboration with the unit-teams. Provide support in measuring and reporting performance indicators for the Assistance Programme.
  • Support identification and compositiong of key results and success stories, in coordination with AP unit teams.
  • Support the creation and maintenance of Lessons Learned database in coordination with unit-teams to document and institutionalize improvements to processes in response to M&E findings and recommendations.
  • Support the delivery of capacity building interventions for IOM and partner teams on M&E related topics.
  • Attend ad-hoc meetings, discussions, and events delivered by AP for guests, to observe, monitor and report to the M&E Officer.
  • Perform such other duties as may be assigned.

Required Qualifications and Experience

EDUCATION

Bachelor’s Degree in Social Sciences or equivalent with minimum three years of relevant professional experience, or

High School diploma with at least five years of relevant professional experience

EXPERIENCE

  • Minimum three years of professional experience in project implementation, field research, monitoring & evaluation, report writing, or other such roles is required.
  • Experience in managing and coordinating information flows and data management, including collection, storing, processing and analysing data to generate information products is desirable
  • Familiarity with statistical software packages is desirable.

SKILLS

  • Participative data collection techniques, including surveys, interviews and Focus Group Discussions
  • Research using both qualitative and quantitative data analysis techniques
  • Advanced analytical thinking and writing skills in English
  • Familiarity with Excel, Kobo, SPSS and similar data collection and analysis softwares

Languages
IOM’s official languages are English, French, and Spanish.

REQUIRED

For this position, fluency in English is required (oral and written).

DESIRABLE

Working knowledge of Pashto and Dari is desirable

[1] As per IN/233, staff members in a position in the Professional and GS categories are expected to be fluent in one of the Organization’s official languages, which are English, French and Spanish. At least a working knowledge of another official language is highly desirable and may be specified as mandatory in some cases.
